The consensus seems to be no, you do not have to create one if you do not want
to, the entry form has the needed info to coordinate the display room.
However you can if you want, in order to have something to put out with it to
aid visitors. I created one for each of the significant features of my main
entry(1) and another one for my secondary entry.
So, put them in if you want, but since the deadline is past, you may need to
print them yourself. Or dont put them in, theyre not required.

1 - the building, the canal boats, the army troop. Note that this violates the
suggestion of one MOC card, one judgable entry but should not be an issue
since the judging is done via a different identification mechanism, your entry
form.
