Sorry for the late answer...I thought I answered this but it never made it  to
LUGNET.

Anyways, the answer I have is yes!

The only real rule is that the MOC be a scale smaller than minifig, although
there can be exceptions to that rule, based mostly on how much you want to spend
of shipping and return shipping. I chose MINI to make it cheap and easy for
anyone  to join.

And if a MOCer could MOC MOCs, he could MOC as many MOCs as he could MOC.

OK, Joe,I've got a little MOC I want to fly in. It's a weather (or aircraft - haven't made up my mind about a backstory yet)-sensing ROV, not modelled after anything real, but realistic enough to fit in with the rules of this display. Size is (...) (21 years ago, 11-Jan-04, to lugnet.events.brickfest)
