An excellent idea. I like the concept of one base set, with multiple add-on
themed sets. If the add-ons are good enough, kids (and adults) would be
inspired to buy and "collect" lots of them. Hmmmmm.... sort of like
Bionicles, only with real bricks. Not a bad thought. :)
I had a similar idea recently and posted it to my website a few weeks ago.
However, instead of covering multiple themes, it focuses exclusively on an
architecture theme.

No instructions perhaps, but I think that some sort of "Ideas" booklet would
help some builders. It could include design conventions and concepts along
with sample projects. You can't take for granted that every kid in the
world already knows how to build a helicopter or a truck out of LEGO. They
may need some gentle guidance upon which to build their skills.
