  I am thinking of carts, either 1877 (90) or 1974 (89) each has 2
figures - but why does 1680 sound familiar???   1877 was in a Valupack
(1675) and 1974 was in a Valupack (1974).  Are you saying I am missing a
Castle set??!!

Remember this chap is in the UK where set numbers for small polybags and
valuepacks are typically different than US set numbers.  I personally can't
think of any cart that can with three forestman figs.
