If you're using a digital (or possibly even if you're not), the problem
may be that low light conditions cause you to use a slower shutter speed.
That means that the picture takes longer to take, and is more vulnerable
to slight movements of the hands.
A tripod is relatively cheap and a good solution, but if you have 'heavy
hands' on the shutter you might still jiggle the camera. A timer or
remote shutter mechanism helps here, but they aren't as common in lower-end
cameras. (I have no idea what kind you have.) Another good idea would be
to increase the available light so that the shutter speed can be increased.
(Flash is one option but I don't usually like how the flash makes the
shadows look. Maybe someday I'll get a second 'fill' flash to alleviate
that...)
The third option, requiring no monetary outlay, would be the way they
teach to Army sharpshooters: take a deep breath, exhale, take another deep
breath, let it halfway out and hold, and then gently squeeze the trigger.
Er, shutter button. That will at least reduce any movement caused by
breathing.
