Nevermind. Its not an MLCad problem at all.
I saved the file by manually typing in .LDR, and later .DAT when LDR didn't
work. I didn't change it on the drop down dialog from 'LeoCAD Project' to
'LDraw Model.' It appears the native LeoCAD format is binary, and not at
all compatible with text-based LDR format.
Problem solved, the minifig shows up in MLCad.
