Yes.
The FAQ contains something that is supposed to be a
description of the LDraw language. I don't know if people
consider it "official".

Yes. Some formal specifications, some example files, and
maybe even some programs for testing files.

Either I or someone else can put it in the ldraw.org page format, the template is (...) (25 years ago, 15-Dec-99, to lugnet.cad.dev.org.ldraw)
