here is my thoughts:
hoses go in model if possible (technic hoses for example cant be put in)

Hoses go in the model.  End of discussion (unless a serious user comes up
with a really good and logical reason otherwise).

the same goes for wire,string,rubber bands (when someone makes a way of puting
those in)

Yes and no.  Some parts, depending on where they are in the model and what
other parts they're associated with can go in a subfile with other
parts.  Hoses go in their own subfile because of the little hose
pieces.  But a rubber band has only one piece, so it could be 'stretched'
in LDraw, and then placed in a normal subfile.

the hoses should use a starndard naming system to identify the files

Yes.  Since they don't fall under official TLG submodels that we would
break down into the normal naming system, we could use h1.dat, h2.dat, etc...

(...) what i meant to say is that the really large technic type flexable hoses cant go into a model yet because they have not been made (25 years ago, 29-Jul-99, to lugnet.cad.dev.org.ldraw)
