Ok, I've made some changes to the Standards. One thing I forgot to say in my
post was that for more information on the repository and for previous posts
see www.ldraw.org/repository
Anyway, here is what I made for changes...
Moved "Terms" to the beginning of the document
Deleted the extra 'y' from within the "File Format" text ;)
Moved "Optional Modifier" to a spot directly below "Subdirectories"
Deleted '\lego\' from "Subdirectories"
Moved "Header" after "Naming" where 'file name' & 'title name' are defined
Added some examples to "Header"
Added spacing & added introduction sentence stating, 'This is just a sample,
so things not listed will follow the same standard that is set forth here' &
removed the individual sentences which had previously stated this after each
topic.

What do you mean by this?
Also, I have a question about sub-assemblies. I know that a
submodel/component is defined as

but what about something like in the X-Wing Fighter where there is a box
with 3 steps; Step1 being 2 plates, Step2 being two click bricks on top of
the plates, & Step3 being a plate on top of the two bricks. This really
serves no purpose other than to make it easier to see when building. It's
not like a wing which is a major subassembly & rotates and the engines which
must be rotated.
What do we do about something like this? I'd say just build it into the
model, but it is a subassembly that has steps, so..?
