Option (2) is the better choice. Option (1) will be a META command,
specifically I believe "0 INCLUDE foo.dat" will be the syntax.

Anything other than a comment will be an error. The presence of
comments will be accepted, but no META commands will be allowed.
The results of parsing MPD files with such errors will be undefined,
and the DAT POLICE may hunt down authors of malformed DAT files and
force them to step on virtual bricks in their bare feet, or at
least flame them excessively in the newsgroups.
