If by "Lego CAD type programs", you mean LDraw Compatibel programs, then
AFAIK the answer is NO.

But I have developed particularly an extension, whixh I intended to propose to
the LDraw comunity

and it's something like

0 TEX s1 t1 s2 t2 s3 t3 filename
for triangles

and

0 TEX s1 t1 s2 t2 s3 t3 s4 t4 filename
for Quads

But there are several things to discuss, like:
- which texture file types to support (.BMP .GIF .PNG .JPG .PCX .TGA etc...) !
- If there is a limitation t the size of texture and their size nultiples !
- if transparency on textures will be supported !

And probably some others, that might come up.

BlockCAD I Think Already suports it in a limited sense?

Don't know anything about textures on BlockCAD, sorry
