Parts 3480 and 3481

Creating a model with these 2 parts:
- 3480.DAT Rotor 2 Blade Helicopter Tail
- 3481.DAT Plate 2 x 2 with Helicopter Tail Rotor Holder
I discoverd that:
- either the inner diameter of 3480 is too small
- or the diameter of the Tail Rotor Holder (peg) is too wide

Other points on part 3480
- The default rotation point is not at all handy
- IMHO its category should be Propellor and not Rotor
This should be ajusted.
