Yes, that's the bit I remember clearly.

I did some digging, and came up with what I *think* is the majority (and
perhaps the totality) of the discussion in question.

There's some mention of most marks being white or black, but no mention
of making a standard limiting all future LDraw torsoes to these two
colors.

I seem to remember this part with a white neckmark. But my memory is
not to be trusted in cases like this. ;)
