No. Based on Lego's use of Indians (i.e. Native Americans) in the Western theme, they are not Union ("Yankee" can be meant as a disparaging slang word for Americans from Northern states and should not be used) troops. I think the other explanations have been very good, but if you're still having a hard time visualizing it, take a look at the attached DAT. I have created several wheels that fit a metal axle: (URL) x447 for the 4 studded train wheel with traction teeth (not on the Parts Tracker, yet) I created at least two versions of each: without the metal axle and with the metal axle (complete).
