With respect to the 'standards' for colors, what about things such as neon

Look at:

    http://www.ldraw.org/reference/specs/colors

Like whenever i am pov-ray-ing my trans-neon-green stuff I have to generate
my own color to use because there is no standard-trans-neon-green number in
the mlcad that I could find.

That's a lack in MLCAD.  The above list includes "trans-neon-green":

Transparent green-yellow (?)
    LDraw: 42
    RGB:   204 255 0
    POV-Ray: <0.80, 1.00, 0.00, 0.90> or <0.85, 1.00, 0.00, 0.85>

Play well,

Jacob
