That the LXF format is documented and that there are no restrictions on
implementing support for it and/or creating/using programs that can
read/write it.
if there are too many restrictions, it may mean that programs written under
popular Open Source licences such as the GNU General Public Licence cant be
made to support LXF (if the restrictions conflict with what the GPL says)
The other important thing is that there is a clear licence governing what
can and cant be done with any "official" files (parts, models or whatever)
that are relased by TLC/Lego Direct. For example, converting it into a 3D
model format (like 3DS or Pov-Ray) and rendering it in a 3D program. Or for
example, taking a LXF file of, say, a 1 x 2 brick or a minifig torso and
modifying it to add a particular pattern not available as an official part
from TLC.
One thing to take into account especially is the growing business of Custom
Building Instructions (both instructions made to go with a custom kit thats
for sale and instructions made just for fun and posted online)
