You can download "emacs-20.7-fullbin-i386.tar.gz" or
"emacs-20.7-bin-i386.tar.gz". The latter will take up less space, but
does not include the full Lisp source, only the precompiled Lisp
files.
The .tar.gz files should be uncompressable with WinZip or something
similar. You can unzip it to whereever you want. I would refer here
for instructions on how to install it:
http://www.gnu.org/software/emacs/windows/faq3.html#install
You can skip the "How do I unpack..." if you've successfully unpacked
it with WinZip. It is fairly standard GNU policy not to mention
non-free software, that is why it does not say that you can use
WinZip.
