As for the chains, the individual elements exist in LDraw, so it's a
matter of placing them out to form the chain you need. This can be
somewhat difficult and tedious.

When it comes to the belts: Do you mean rubber belts, aka rubber
bands? If so, I suppose most people use cylindrical primitives to
model them. This takes a bit of mathematical geometry knowledge to
do.
Finally, the electrical wires. You may have seen the CAD images John
VanZwieten made for Joe Nagata's book:

The section in the file above explaining the use of the electrical
wires is commented out, avaiting the sub parts to become official.
