Like Tore said: the  \Ldraw\P  folder, not Ldraw\Parts, that is another one.

First try to check what migth have gone wrong:

full instuctions on downloading and unpacking are to be found on:
http://www.ldraw.org/download/start/

Did you unpack the files by using the Windows Run command
and entering 'C:\ldraw.exe -y.' there ?
And did you repeated the procedure with 'C:\complete.exe -y'

I have to leave you now, it's time to go to bed for me. I will look tomorrow
