Do you mean having people redo their submissions if they aren't, say, minifig
scale?  I'd support having everything at the same scale, mostly so you don't
have a Legoland Park scale building next to a classic scale building, as it
really wouldn't look right in my opinion.  I wouldn't mind the 'suburb' idea,
though.

Of course, the other reason I'd like everything to be at minifig scale is
because that is the scale I build in.  :)
