They are both in the same directory.  As for the case, how do I check?

Your error message had it all in lower case, so I'd be really tempted
to copy the directory to a real filesystem (fs2 or whatever you're using)
and force it all to lower case, then see if it runs.

ie:
mv /fat16/Lego/LDraw/rtm.exe /usr/bin/lego/rtm.exe
mv /fat16/Lego/LDraw/LEdit.exe /usr/bin/lego/ledit.exe
...

so you force the name/case on the destination as well.

Either that or do a rename on the DOS dir and see what happens. I
don't recall ever trying that so it would be interesting to see.
