I don't know about Kevin's site, but http://lpub.sourceforge.net/ is still
available. However, the version available there is identified as 2.4.8.0.
For what it's worth, a month or two ago Kevin did suggest that LPub is still
being actively developed when he assimilated a similar new project:

I haven't heard anything about either program since.
