I have been learning modo and love it. It does have Python and Perl
scripting. I was running it on a PowerBook G4. Yeah, it was slow,
and the fans always went on, but it was usable. You can get a free
30 day license. It is made the the same folks that made Lightwave 3D
(the *brain power* left Newtek and started Luxology). Animation is a
promised feature and was showed at Siggraph 2005.
It does not import LDraw and I doubt it ever will. You could
probably import to Blender, then export from there to a format that
modo could read. Besides, once you start using modo, I hate to say
it, but you loose the desire to build Lego models and you start
making real life-like scenes because it is so easy. A lot of
hobbyists and newbies are breaking into pro level 3d because modo
makes it so easy.
