The obvious problem with this is that, when the library is updated, all the
edits will be over-written
Creating a series of m shortcuts may be better, eg
0 MINDSTORM Brick 1 x 2
0 Name: m3004.dat
0 Author: LDraw Community
1 16 0 0 0 1 0 0 0 1 0 0 0 1 3004.dat
With a list of the part numbers in the set(s) it should be fairly simple to
write a script to do this

That is true but remember that this is for a classroom that wil only use the
MINDSTROM parts so updates to the LDraw library will be of no concern to them
unless a new MINDSTORM part is included.
Thinking of this what we really need is an LDraw Mindstorm Parts Library. Where
only the parts included in a MINDSTORM set are included in the parts library.
This would greatly benefit the education community!
