Jeffrey,
I have actually been working on a Javascript, AJAX and SVG based
browser 3d Object viewer. Its not quite ready for prime time, but it
means you do not get the associated Java start up time, plus it is
very responsive. I will be demoing it on OrionRobots when it is clsoer
to being ready - it already looks pretty good. The server side
converts the LDraw (and a bunch of other formats) to a simpler XML
mesh object, and this more generic mesh format is then sent to the
browser based Javascript engine which inserts the SVG into the DOM.
Its also relatively fast, and pulls much less processor time than any
of the 3D Java or Flash apps I have seen (which tend to max it out).
My intention is to use the AJAX model to make the system very
interactive, allow the server to start doing fancy things like
cutaways, stepping through and being able to rotate at any step.

I imagine it could fetch the part files from LDraw.org, or, even simpler, have a utility (...) (18 years ago, 27-Aug-06, to lugnet.cad, FTX)
