Hot glue works well and you can peel it off the baseplates later on but it still
has a high sheer strength.  If you are not worried about recovering the
baseplates later on then I would use a construction adhesive. PL300.  Its for
securing subfloors and is wickedly strong.  It will need to be supported until
it sets and then thats it.  Its ain't moving.  I would test on a crappy/broken
baseplate first as I found out the hard way it dissolves styro foam.  Should be
OK with ABS.

Thanks for the suggestoins, Mike, I'll look into a better carpet tape.

The real problem was that the mosaic was originally assembled in a cool
room and then moved to a storefront for display during the fundraiser.

The plates heated up, expanded, and you cna guess the rest.
