A generic Naboo soldier, which is exactly what TLC was trying to represent.
Evidence:
1) Panaka wore an outfit with Blue sleeves, the minifig has tan/beige ones.
2) Panaka was not in the Flash Speeder during the assault on Theed Palace, he
was with the Queen.
3) The instruction booklet does not label the minifig "Panaka", whereas every
other Star Wars set that comes with a minifig representing a named character
labels them.
TLC was not trying to represent Panaka with a yellow minifig- at least, not in
that set. I don't think they can dodge the bullet of darker-skinned characters
in the Star Wars theme for very long, though- not with Lando Calrissian, Mace
Windu, and Captain Panaka all waiting to be made.

| I think that the 'equality' comment was incorrect. Color is not what denotes equality. Having one 'color' would mean superiority of that color. equality means everything is equal DESPITE things such as race. To show real equality among LEGO models (...) (24 years ago, 5-Aug-00, to lugnet.build.minifigs)
