Thanks Dave! Yes, those are wheels!
They actually prevent the legs from sliding to the sides, but their "real"
purpose is to help the mecha navigate through tight urban areas. I also imagine
they would increase the land speed too, even more so when coupled with the
thruster pack.
That idea is really quite old, I saw it first on VOTOMS mecha (never seen the
anime, only pics off the 'net).

The Mecha Domain used to have a ton of VOTOMS pics, but not any more (shut
down).
