This is the BrickTopia Emergency Headquarters. It is a massive new office building intended to house fire and other emergency response offices.   New MOC: Luna Spire Moonbase Super-module
 
After I built the original Luna Tower, I got a few great suggestions for improvement, including making the top revolve. In order to include working elevators and a rotating top, I had to start over from scratch and work much bigger. This second (...) I just have to say wow. The shear amount of time and energy that must have gone into this is absolutley amazing, not to mention monetary funds. As for criticism, i spent three weeks building a virtual soccer stadium, and all i can do is look at it (...) (22 years ago, 7-Jan-03, to lugnet.build.arch)

The one I was thinking of was this: (URL) same author (Stephen Biesty) has done several others, one on a castle, another on a ship, etc. There's a similar one that is just about an apartment building, but I can't find it. If you look around the (...) (22 years ago, 3-Jan-03, to lugnet.build.arch)

(...) Stefan: Glad you liked them! Yeah, the "1x2 plate with center stud" ( (URL) ) is really your best friend when doing this sort of thing. (...) That's my favorite, too. The Citigroup building didn't look like much of anything until I started adding the subterrania, and now I love the way it came out.
