It does get expensive. What I do is focus on the facades & all *exposed*
areas of the buliding. For example: a city block is say 8 buildings long, so
they are right next to each other, so those sides that are not exposed,
don't need windows & can be made out of the *non-building colors* (yellow,
blue etc.) which are more easily & less expensively obtained. I do this for
the backs of the buildings as well, because in most cases there will be
another block back to back with the first one.
So far I've only reached 5 stories for 2 buildings, the others are all under 3.
