non- shooting shooting cannons?

Greetings Fellow Lego Fans
I have a question about a cannon I
just recieved from an ebay auction. It
is a cannon that appears to have all
the parts for shooting but the
plunger wont move backwards
enough to "fire"theoriticaly it came
with the pirate forbidden island set(
those being the accompanying parts
in the lot) Did Lego ship "disabled"
firing cannons to the US at one time
and is there a way for me to restore
the firing mechanism?.

| (...) It seems likely, I've got a bunch of these also, and it seems unlikely that every cannon which looks like a shooting cannon, that I've got from an auction lot, would be broken. (25 years ago, 9-Jul-99, to lugnet.build)
