Larry, although I can't help you with the painting part of your question, I can
with the smooth baseplate question....
There were many instance of baseplates with smooth areas. The one that comes to
mind are the Homemaker sets of 1972-82. Some of the Homemaker (Doll House) sets
were entire suites of rooms. The last example of a Homemaker set was #5235
Schoolroom set of 1982, a USA only set. This set had a 24x32 baseplate with a
double row of studs around 3 of 4 sides:

The Homemaker baseplates came in 2 sizes 24x24 and 24x32. They were available
only in blue (more common) and red (rare).
Of course there are other baseplate that meet your criteria.
