Yeah, you're... uh... *really* out of luck as far as bulk is concerned.
Trans-Blue plates are tough to come by, period. Apart from 1x1 plates, and
1x1 and 1x2 tiles, there are (according to Peeron it seems) only 4 sets
*ever* to come with trans-blue plates:

4x6 plate:
- 6929 Starfleet Voyager (1981)
- 1593 ? 1983 (arguably the most expesive Lego set ever)

4x8 plate:
- 6980 Galaxy Commander (1983)

3x6 plate without corners:
- 6953 Cosmic Laser Launcher (1987)

(It appears these also showed up in 1x2 plates from a BrickLink search, but
there's no entry in Peeron for them, and they appear to be rare on BrickLink
as well)

Forget Lego for bulk orders-- at least of parts they don't make. MAYBE, if
it were a part & color that Lego was currently making, and you needed WAY
more than 250, you might be able to cut a deal. Short of that, I doubt you
could convince them to make a part in a color they're not currently
manufacturing for anything less than a quantity in the millions.

The only *reasonable* solution I can think of (short of really ordering
hundreds of these now very rare sets & individual pieces on BrickLink,
AuctionBrick, Ebay, and Yahoo) would be to cheat. You could (theoretically)
buy up all the 4x8's you might need, then (gasp!) glue trans-1x1 plates
together to form 4x8 trans-blue plates. (Of course that doesn't work if you
need the tubes under the 4x8's) And of course you might be shunned for
committing such blasphemy, since you'd need to effectively ruin nearly 8,000
1x1 trans-blue plates in order to achieve your goal.
