Eric and Tony,
I have a simple solution to your problem, (at least until transparent
white baseplates are available). Make a "LEGO sandwich" between two
sheets of glass and a frame. Build a frame with a sheet of plate glass
in it, arange the 1x1 square tiles loosely in one layer on top of the sheet
of glass, and then seal the plates with another sheet of glass on top.
If you could find a good enough glue, you could glue them to the glass.
The entire mosaic could be hung by the frame and lit from behind!
