That is the 'grid' layer of the 'grid and tower' system we use to build up
from baseplate height to just below ground level. Check out my crude

From left to right: 2x2 brick towers (between 5 and 7 bricks tall), 2x4
brick grid, surface layer of 2x4 bricks (although we often use larger pieces
for surface). The green 2x4 bricks represent the outside wall of each
module, the 2x4 grid layer ties into it with a layer of 1x4 bricks - keeping
a consistant look on the outside wall.
The grid and tower system allows us to build a strong 40"x60" module (over
20 bricks high) that is still lightweight enough for two people to carry.
