I used my 'Pixelego' program which has been available off my LEGO webpages for months and months now. Actually, the version of Pixelego I used is an updated version that is not yet released (the currently available version on my site does not (...) I recently purchased the Hydro Crystalation Station (6199) and the catalog cover shows a minifig with a blue face, golden fishlips and I was curious what set he/she/it comes from. (...) If you don't like the colors, you might try hacking the model files to change the color values. There's a 0 COLOR meta-statement, which allows you to assign any RGB value to any color-code.
