My thoughts:
1.Should limit non-paying users to only upload files (of any type) of a
certain maximum file size (not image size, file size).
2.Should limit non-paying users so that they can only upload a certain size
of files total (i.e. all the files they upload totaling to a maximum size).
3.Should allow upload of LEGO file formats like LEGO digital designer,
Ldraw, povray and other formats used by the community (including PDF for
building instructions and other stuff plus whatever formats Mindstorms
currently uses)
4.Should completely ban upload of *.BMP (even by paying customers)
5.More information recorded about uploaders than brickshelf (i.e. email
address, MSN/AIM/ICQ/Yahoo/etc addresses, city, state, age, lugnet details,
club memberships etc) with the email address being mandatory and the other
fields being optional. Email would then be handled by a "I want to email
this guy" form (similar to how many message boards do it) to prevent
spambots harvesting the addresses. Options would exist to stop people from
being able to email you. Site admins would be able to send mass emails to
everyone (with no way to disable it) for announcements and such. Accounts
should be tied to email addresses with one account per email address.
6.Ability for anyone to add comments to images.
7.Retain the ability to direct link to images (like brickshelf has now).
8.Better categorization of images to make it easier to find interesting
creations.
9.If moderating the site (i.e. inspecting every image before it goes
public) is considered necessary (to prevent inappropriate images from being
uploaded), have multiple moderators from all over the world so that there
is a good chance that at least one moderator is always online and able to
moderate (plus, it spreads the workload). Another option is simply to have
a big bright "flag as inappropriate" button for people to use to flag
off-topic/non-LEGO images, inappropriate images (e.g. porn) or other items
that shouldn't be on the site, i.e. make the site user-moderated.

Recent events have put the issue of image hosting in the spotlight. There are a lot of choices out there, from popular sites like Brickshelf and MOCpages to newer sites like MOCShow, YouBrick, BrickImage, and even commercial, non-LEGO sites like (...) (17 years ago, 4-Aug-07, to lugnet.ambassadors, lugnet.general, lugnet.announce, FTX) !
