I'm quite new to the Lugnet community so I'm not up on structure and

First, welcome to LUGNET!!! We really are a friendly bunch most of the time
:-).

As for your question I think I would say it is highly unlikely a vote would
happen.  LUGNET is privately owned by Todd Lehman and Suzanne Rich which means
what they say goes.  They do listen to all suggestions though and are open to
new/different ideas.  That doesn't mean anyone can change their minds however.

Hope that helps a little, although an answer from Todd or Suz would probably
mean more to you in terms of clarifying things.
