There is a difference from 'tangetial' messages and those that are totally off-topic to begin with. On every newsgroup, occasionally a discussion (...) (28 years ago, 13-Jan-99, to lugnet.admin.general)

I hope this helps in addition to what others have said: If you are unsure about where to post a lego-related matter, lugnet.general is probably the most forgiving place to do so, where you could be directed to a more subject-applicable lugnet (...) (28 years ago, 14-Jan-99, to lugnet.admin.general)
