There is a difference from 'tangetial' messages and those that are
totally off-topic to begin with. On every newsgroup, occasionally a
discussion thread will wander off-topic in the course of discussion.
This is considered annoying, but not as annoying as being off-topic from
the very beginning. Asking about the minifig generator is totally and
completely off topic in a robotics group.
