Here are a couple excellent examples of posts which just happened today,
BTW, which illustrate the difficulty in drawing lines where non-auctions
are concerned:

    This isn't even remotely a "I've got something to sell" post, yet
    if you read into it, you might conclude that perhaps the poster
    has one which he may be willing to sell for the right price.  In
    that sense, even though it's not an FS, it could conceivably have
    the exact same outcome as an actual FS.  Certainly the question
    posted is not out of line, either.

Of course it could be a WTB, or, "Is the price I'm about to pay
elsewhere reasonable?" We also don't have a clearcut market group for
this type of post, and one certainly can argue that there is no point
asking outside the theme since the people most able to give an informed
opinion are those interested in the theme (for the most part - of course
there are people who are informed because of the amount of market
dealings they do, regarless of theme interests).

2.  http://www.lugnet.com/znap/?n=15

    This is more of a FS post, and therefore probably "belongs" more in
    .market.shopping, but on the other hand, it is also arguably something
    with much more relevancy and "staying power" than a typical FS post.
    The available stock and prices are likely to be "good" for, say, at
    least a couple months, compared to a very short time period for most
    FS posts, where the poster usually wants to get rid of the item
    quickly.  So this one is almost like an informational post.  It's also
    arguably special in that Znap is only available in certain markets.

Perhaps my argument that this belongs in lugnet.market.shopping would be
that people disinterested in following the theme might still be
interested in where they can buy the sets. This type of post probably
could be cross posted to the theme specific group and shopping, with
follow-ups to shopping. The things I could see being reasonable under
this arrangement would be:

   - themes with low availability (Bellville, Scala, Znap, Train,
others?)
   - stashes of discontinued sets

I do like your idea of one of the tests being durability of the
information presented, or the answer to the question. This suggests that
the "what is this worth" question is reasonable because the answer is
relatively durable, baring some drastic change in availability, which
would be theme appropriate news ("TLC has just started re-releasing the
Metroliner!" would be extremely appropriate for .trains), the (average)
value fluctuation is going to be relatively small. The "this set or line
of sets is available here" type posts would vary in durability.

Of course other information that goes on in theme groups may have less
durability, but I still like the test of durability for market posts,
since it is clear that most of us agree that there is something special
about them, that requires different handling than most other posts.
