Depending on the variety of the manufacture of the HC132 chip, R4 should be either 3.83K (Digikey 3.83KXBK-ND) or 6.81K (Digikey 6.81KXBK-ND). To test this, (...) Yes, but it won't last long. The HB's electronics draw around 20 - 40 mA. the lifetime of an alkaline 9v is approx 1 Amp hour. So that give you 25 - 50 hours of run time.
