I'd go with the complete RIS set - mostly because an RCX all by itself isn't very useful. If you would use the 2 motors and 3 sensors included in RIS, then its a pretty good value. I have two HandyBoards. One is having a severe heating problem on the second from the bottom chip on the left side.
