That's the "Rack Winder," which holds the 1X20 rack piece (2428). It comes in blue in the Ice Planet base, and in black in the Mega Core Magnetizer and the Futuron base. I'm sure it occurs elsewhere, but those are the sets I have it in. -John Van R2 (...) (25 years ago, 9-Aug-99, to lugnet.general)
