That's the "Rack Winder," which holds the 1X20 rack piece (2428). It comes in blue in the Ice Planet base, and in black in the Mega
Core Magnetizer and the Futuron base. I'm sure it occurs elsewhere, but those are the sets I have it in.

| I just found a part in a lot of Lego, and I cannot find a reference to it anywhere. It is a "gearbox" that is black, and is the size of two 2x4 bricks stacked. In one end (the 2-lug end), is a cross axle which turns a black spur gear (8 tooth). On (...) (25 years ago, 3-Aug-99, to lugnet.general)
