Ofcourse they should! All these questions and remarks regarding the color of
the minifigs show just why the older children (including most of us!) should
settle for neutral.
You see, small children don't care for color/race/religion/shoe-size/etc.
They just see people, like in the real world.
After some time, children get infected by us grown-ups with ideas about
"color matters!", "don't talk to those people" and "stay away from their kind".

Why should color matter? If I talk to an other colored person (not _exactly_
my color), they seem convinced that they should convince me that color does
not matter. They keep telling me that 'their kind' is the same as 'my kind'.
Now I never start on this toppic, they do. I am afraid that it is brought up
to cover up some (alian/government/religious) conspiracy to get LEGO to make
colored people! :-/

In the case of Lando (StarWars), I agree: it's in the movie so it should be
in the sets. But all the other lines (from ancient castle to futuristic
Space) I say: stay with the neutral yellow toy-people. That way, older
children and grown-ups won't have to decide which
color/race/religion/shoe-size/whatever should be the captain of the
(space)ship/king of the castle/general of the army!
