It’s possible, but it seems oddly unnecessary. The CPSA prohibits small pieces in toys intended for children under 3, but the most recent renaming of the old Jack Stone line to “LEGO 4+” is about as clear a message as you can get that it’s not intended for toddlers. Since the “small parts” age range extends from 3-6, it might just be a way of keeping the choking warning off the box altogether, on the basis that it might scare away over-protective customers. Of course, since stuff like the X-Pods are listed as being for ages 4+, and they resemble so many little candy-filled cases, one has to wonder why they’d go to such extremes for the LEGO 4+ line. The only thing that makes sense to me at that point is that they know parents are going to play it a little loose with the age guidelines and buy stuff like that for kids who are 2-3 years old, and they want to make sure it’s exceeding the minimum safety guidelines.

(...) Swallowing risk? Movable is not the same as removable... Maybe they think they've made the arms in a way that they can't be pulled off by even a very determined toddler, but didn't see how to prevent the helmet from being swallowed, so it's (...)
