Swallowing risk?
Movable is not the same as removable... Maybe they think they’ve made the arms
in a way that they can’t be pulled off by even a very determined toddler, but
didn’t see how to prevent the helmet from being swallowed, so it’s glued or
molded on permanently??

| (...) It's possible, but it seems oddly unnecessary. The CPSA prohibits small pieces in toys intended for children under 3, but the most recent renaming of the old Jack Stone line to "LEGO 4+" is about as clear a message as you can get that it's not (...) (20 years ago, 10-Apr-04, to lugnet.year.2004, FTX)
