Agreed. As I recall, B&O was on a shoestring and couldn't afford a brand new
streamliner, so the skirting was put on a loco, and new paint on some old
stock as a poor second best. This was the depression, after all. Not every road
was as rich as ATSF (buying up diesels by the score) or NYC...
