It looks like it's copied from a European tram (or 'tramway') engine, though not
exactly.
The trams or trolley-buses that ran along roads through towns were mostly
electric, but early on and in areas without a reliable electricity supply a
steam engine would pull a small number of passenger or freight cars.
The passenger pullers were not hugely powerful, and looked like sheds on wheels.
The most obvious feature though (that Miyazaki hasn't copied here) is that the
wheelbase was enclosed on all sides by skirts so that the whirling and steaming
pistons and connecting rods wouldn't scare horses or injure pedestrians who got
too close.
